How ridiculous is it for a language to have --to need-- "phonemic charts"? Most [smart] languages have something called, you know, an alphabet and... that's it! A writing system of symbols that are assigned arbitrary sounds and you then string them together to spell words.
But, of course, the creators of English couldn't conceive of keeping it that simple. No, speakers, or more importantly the readers/writers, of the language have to be budding cryptanalysts too. They deemed that one level of decryption is not enough for a common-person, basic communication tool. It wouldn't be confusing enough.
